Obtaining a Drone

If you choose not to use existing MSU drone services, you will need to acquire a drone or drones yourself. It is important to note that all drones to be used for MSU activities must be purchased through Michigan State University Procurement and Logistics (UPL). Drones used for MSU activities may not be purchased using an MSU purchasing credit card or personal funds.

Limitations on Certain Manufacturers and Alternatives

The drone manufacturers DJI and Autel are currently listed on the U.S. Bureau of Industry and Security Entity List, indicating that the Federal Government believes they represent a national security concern. While drones from these manufacturers are not banned, using them for MSU activities could be a concern. Additionally, Federal legislation is moving forward that may result in further restrictions. For these reasons, it is recommended that they be avoided if possible. Alternatives to these manufacturers are listed below.

MSU does not officially endorse any of the drone manufacturers listed. The list is simply a starting point for finding an alternative to drones listed on the entity list. This list will be updated regularly.

Process for Obtaining a Drone

  1. Identify the drone or drones that meet your needs.
    1. Consult with RS&GIS or other drone users at MSU to assist you with your selection.
    2. Ensure that the drone you purchase is Remote ID compliant.
  2. Obtain several quotes from the drone vendors. 
    1. Consult UPL for existing approved vendors. This will help to expedite the purchasing process.
    2. Reach out to other MSU drone users, such as RS&GIS, to inquire about which drones 
  3. Submit a requisition to UPL that includes your selected drone quote. 
    1. You may also need to submit a Sole Source form if the quote is above $25,000.00.
  4. While the purchase is in process, submit an Operations Plan and be sure to complete your Remote Pilot certification. You will not be able to operate the drone until you have an approved operations plan and are a certified remote pilot.

Once you have received your drone, you must register it prior to any operations. Currently, this is completed through the MSU Export Control Dashboard. The Office of Research and Innovation (ORI) will complete the registration of the drone.

Note: Certain drone models may not be MSU compliant. Currently this includes all DJI drone models, and drones weighing 55 pounds or more.
