Subject: New MSU Policy Prohibiting Participation in Malign Foreign Talent Recruitment Programs Effective August 5, 2024
Dear Colleagues,
Last spring, Michigan State University implemented new questions on the Conflict of Interest Disclosure in order to certify that key personnel on federally funded grants do not participate in Malign Foreign Talent Recruitment Programs (MFTRPs). This was in response to regulations outlined in the CHIPS and Science Act of 2022 and other specific federal agency requirements.
In the next phase of complying with these federal requirements, the University was required to develop a policy addressing these programs and prohibiting participation by “Covered Individuals” no later than August 9, 2024. MSU’s policy is now live and effective as of August 5, 2024.
We encourage you to read the policy in full, particularly the definitions of an MFTRP and Covered Individuals. Principal investigators on federally funded grants will be responsible for sharing the policy with all key personnel.
Our team has developed several resources on the Research Security website and we encourage you to review the information. MSU remains committed to supporting faculty and their research endeavors and will provide assistance in navigating these federally required changes.
